All purpose flour is not dangerous for dogs unless your pooch happens to have an allergy against it. Anytime you introduce something new to your dog, you should only let your dog sample a small amount first in case they have some kind of reaction against it.
One suggestion we do have when it comes to using flour for homemade dog treats is to use whole-wheat instead of all-purpose flour.
